Rush knows his audience...he knows they want "crude" and not "smart." He knows they want the easy bliss of ignorance.
"Abstinence Only" and "D.A.R.E." are the kind of 'successes' his listeners want, whether the 'truth' is even vaguely involved or not.
And, hey, oral sex is as successful as abstinence for birth control! Worked for me and my gal back in the mid-60s!

I was a young person before Bill Clinton was anywhere near the White House, and I'm here to tell you, blow jobs were SUPER popular back then!
