Is it just me, or does this lady look thoroughly grossed out?
But the question remains. Are his kisses too wet and icky? Is it his breath? Or is she disgusted with his attempts to dismantle social security?

When you give an aquaintance a "peck on the cheek", don't you usually...maybe, put one hand on their arm and kind of lightly kiss their cheek? It does look like he's grasping her face so she won't escape. You are so observant, Cookie.
